16. The security bonds given by officers for the proper dis-
charge of their duties were scrutinized by a board of which I was
a member. Payment vouchers for the refund of taxes, labour em-
ployed by the Public Works Department and Botanical and Forestry Department were examined in detail in addition to which the month ly receipt and issue vouchers of the Suitors' Fund account have
been examined monthly.
17. Tours of Inspection were made during the year to Wei Hai Wei and the Postal Agencies at Hankow, Shanghai, Liu Kung Tau, Chefoo Swatow, Amoy and Foochow and have formed the subject matter of
separate reports.
10. Periodical visits have been made during the year to inspect the Crown Rent, Licenses, Magistracy, and Land Office accounts.
The Cash balances have also been checked.
19. The New Territory Crown Rent Accounts as in previous years have been furnished to this Office for annual audit. These have been examined in detail with satisfactory results. The arrange- ments for collection are now on a very sound basis. The amount outstanding Northern District which was written off was only $29.29 out of a total collection of $79.041.43. A sum of $459.75 was stolen from Au Tau district when the Indian escort was attack ed and murdered. This amount was also written off. There were
no arrears in the Southern District.
20. These have been examined monthly in detail, the various items being checked with supporting vouchers and the postings traced into the Journal Abstracts and Ledger.
21. These were examined in detail so far as Receipts and Advance and Deposit Accounts are concerned. The remainder of the Expendi ture Schedules were examined with the daily and monthly Abstract book. The latter was checked for each month into the Journal and Ledger with which the Annual Statements of Revenue and Expendi-
ture were checked.
